
Constable Andrew Wilson Charged With Murder Over Latoya Bulgin Shooting in St. James
Police Constable Andrew Wilson has been placed before the St. James Parish Court on a murder charge connected to the death of 45-year-old Latoya Bulgin in Granville, St. James, last month. He was denied bail, and the matter is set to return to court on June 16.
In a statement issued this morning, the Independent Commission of Investigations said the charge arose from an on-duty police shooting on Sunday, May 17. INDECOM said the Director of Public Prosecutions ruled that Wilson should face a murder charge.
The shooting led to public anger and a demonstration, as residents and others questioned the way police dealt with the incident.
After carrying out its investigative work, INDECOM sent a file to the Office of the Director of Public Prosecutions for a decision. The commission said that ruling came back on May 29.
INDECOM said 65 law enforcement officers have been charged since January 2024 in matters it investigated. That figure includes nine JCF members and one correctional officer charged in 2026.
