Constable Granted $1 Million Bail in Latoya ‘Buju’ Bulgin Murder Case

ST JAMES, Jamaica — Constable Andrew Wilson, the policeman charged with the May 17 fatal shooting of Latoya “Buju” Bulgin in Granville, St James, was granted $1 million bail when he appeared in the St James Circuit Court on Monday.

Wilson, who is charged with murder, made his first appearance before the circuit court after the case was transferred from the St James Parish Court by way of a voluntary bill of indictment.

During the hearing before High Court Justice Andrea Pettigrew-Collins, the court was informed that several key documents remain outstanding in the prosecution’s case file. These include transcripts of an interview with Wilson, the post-mortem report, and a biology certificate relating to biological evidence collected during the investigation.

The court also heard that while the arresting officer’s statement, the forensic certificate and CCTV footage are available, they have not yet been served on Wilson’s legal team, comprising King’s Counsel Peter Champagnie and attorney Michael Hemmings.

In seeking bail, Champagnie told the court that Wilson had previously been granted bail in the sum of $1 million while the matter was before the parish court and had complied with all reporting requirements.

Justice Pettigrew-Collins granted bail on the same terms and reporting conditions previously imposed. She also ordered the prosecution to disclose the outstanding documents by August 7.

The case is scheduled to return to the St James Circuit Court for case management on October 9.

Bulgin, a resident of Granville, was reportedly shot and killed while participating in a protest calling for justice following the death of her 17-year-old cousin, who had been fatally shot a week earlier in a separate incident involving the police.
